1. Background

Our partner organisation is seeking a qualified and experienced finance and auditing professional for the position of Specialised Public Financial Management and Audit Trainer.

The successful candidate will provide specialised technical expertise and professional training in public financial management, government accounting, financial reporting, internal controls, and public-sector auditing.

2. Key Responsibilities

• Design and deliver specialised training programmes in Public Financial Management (PFM) and public-sector auditing.
• Develop training materials, technical manuals, presentations, and practical learning exercises.
• Deliver training on International Public Sector Accounting Standards (IPSAS) and International Standards of Supreme Audit Institutions (ISSAIs), as applicable.
• Provide technical guidance on government accounting, financial reporting, internal controls, and auditing practices.
• Facilitate practical learning sessions, case studies, and professional exercises.
• Assess participants' learning progress and training outcomes.
• Support institutional capacity-building initiatives in public financial management and auditing.
• Prepare training reports and technical recommendations.

3. Minimum Qualifications and Experience

• Bachelor’s degree or Master’s degree (or higher) in Accounting, Finance, Public Financial Management, Auditing, Economics, Business Administration, or a related discipline.
• A recognised professional accounting or auditing qualification, such as ACCA, CPA, CA, CIA, or an equivalent certification, is mandatory.
• Minimum of five (5) years of relevant professional experience in public financial management, government accounting, financial reporting, internal controls, or public-sector auditing.
• Demonstrated technical knowledge and practical experience in International Public Sector Accounting Standards (IPSAS), International Standards of Supreme Audit Institutions (ISSAIs), public financial management systems, and government financial reporting, as applicable to the assignment.
• Proven experience in designing and delivering professional training or capacity-building programmes in financial management, government accounting, or auditing.
• Previous experience supporting Ministries of Finance, Accountant General or Treasury Offices, Supreme Audit Institutions, or donor-funded programmes is an advantage.
