1. Background

Our partner organisation is seeking a qualified and experienced professional for the position of Team Leader / Capacity-Building Specialist.

The successful candidate will provide technical leadership and coordination in institutional capacity-building activities, including training needs assessments, programme development, stakeholder engagement, and professional training delivery.

2. Key Responsibilities

• Lead and coordinate institutional capacity-building and professional training activities.
• Conduct Training Needs Assessments (TNAs) and identify institutional and individual capacity gaps.
• Design and oversee the development of capacity-building programmes.
• Coordinate multidisciplinary experts and ensure effective implementation of assigned activities.
• Engage relevant stakeholders and government institutions.
• Ensure quality assurance, progress monitoring, and timely reporting.
• Provide technical guidance and leadership throughout the assignment.

3. Minimum Qualifications and Experience

• Bachelor’s degree or Master’s degree (or higher) in Human Resource Development, Organisational Development, Business Administration, Public Administration, Education, Management, Development Studies, or a related field.
• Minimum of seven (7) years of relevant professional experience in institutional capacity building, professional training, or organisational development.
• Demonstrated experience in conducting Training Needs Assessments (TNAs), designing capacity-building programmes, and managing multidisciplinary training assignments.
• Strong leadership, programme coordination, stakeholder engagement, quality assurance, and reporting skills.
• Experience working with government institutions or donor-funded programmes in Somalia or comparable contexts is an advantage.
